With Ultimate hockey they have limited base. With that being said, they have like 2-3 hits per pack b/c there is less base to be spread amongst the product. Ultimate basketball has base cards /499. That allowed UD to put more base with only one hit and therefor spread the hits out. It is kind of a odd thing to do, but they figure basketball collectors will pay for a one hit pack....and we have seen that they will, heck I did, haha.
