Default Paypal Transaction Reversal?? Help???

So I had a batch of cards I was shipping out. I marked them all as shipped the night before. Around noon the next day, I get this message....

We were recently notified that a payment you received was reversed by the buyer’s bank. A bank reversal can be requested by the bank itself or the bank account holder.

The buyer won't respond the my messages and I don't want to ship out the item. I also can't cancel the transaction and my only PP options are to show shipping, which I haven't done yet as I don't know if thats what I should do or refund, when the payment is already gone. I feel like the buyer is just trying to screw me out of 3.00 bucks. I know, no big deal, but just don't want any drama. Should I just send the package out and upload the DC# and this will all go away?? Any help is appreciated. Thanks guys.......
