i'll tell you, if you've got a manager that really cares about CSV (Customer Service Values) then the office will follow suit. I did tech support for the University of Cincinnati while I was in grad school, and our manager was big on CSV. If somebody was shitty to a user, they got warned and then canned the next time.
the management really sets the tone.
