I did tech support for the University of Cincinnati while I was in grad school, and our manager was big on CSV. If somebody was shitty to a user, they got warned and then canned the next time.
the management really sets the tone.
When I worked at a store out of high school the managers were high on customer service because there bonus was based on it. I do always get helped right away in office depot as well.
