Find deserving members. You know who is in it for the hobby, and who is in it for the money. Give the slots to people who will appreciate such a nice gesture.
That's the extent of my "application". By me not applying, I'm not saying I don't appreciate the gesture, but I'd rather someone else get a slot than me.

I refuse to spend any money with any person or business located in Virginia. If you are trying to sell me something and hide the fact you're from Virginia, we will have problems. I only recognize 49 states.
