I tore my labrum (SLAP) from baseball. About a year of PT and meds didn't fix it so I got arthroscopic surgery. Very good decision. Although the rehab was painful the first couple months it was worth it. I was back in sports within a year with no pain and not much restriction.
With the info provided, I would say to just get it over with now and don't waste any time trying to rehab it. But make sure you get at least a 2nd opinion if not 3rd (doctors' opinions that is). I did almost a year of pointless pt because the docs at my first place said I had a small tear in my rotator cuff. Went to Pittsburgh and the Steelers orthopedic surgeon tells me my cuff is fine, it's the labrum.
