I think it means there's no tracking info available yet.
I bet it just mean its was packaged and postage paid for and ready to be delivered, but not out to the post office yet.
For my comics I was expecting today, It "shipped" on Dec 29th but actually on the tracking it didn't get submitted until Jan 3rd...
