Here is an update:

I was just messaged from a member that he was contacted from one of the blocked bidders. His id is dod99. I checked his feedback and he does not have any negatives in the last 12 months and a total feedback of 9962. If anyone can shed some light as to what happened with this guy and why he was put on the list.
