couple hundred might barely get you to priority rate. If its priority small flat box likely is the cheapest. But typically I'll put them a 2-300 ct storage box (what ever size needed) and check weight. If your under 13 oz then 1st class will be cheapest. Once you hit priority just a matter of finding which might work best (if its regional those can be cheaper).

should I put them all in penny sleeves? I could imagine cards getting damaged

I know exactly what you mean. I'm tired of received sets/lots poorly packaged with dings on the cards. That seems to be standard practice. Ugh.

Sleeves are good, and create a snug fit inside a card box. But sleeves can take a lot of time, especially if you have 1000's of cards to ship.

Here's what I do with large lots, sets, etc.:

Cut card board on 3 sides of the cards (front/bottom, top side, right side), all inside a new card box. This creates a snug fit for the cards, and prevents them from moving around during shipping. It might seem it would take too long to find the right fit, but most corrugated cardboard is the perfect fit for this job. All you need to do is cut the cardboard to the size of the card box. You want to make sure the fit is snug, but not too tight.

Here's a pic of a 400 count card box which contains a 2012 Topps Opening Day Baseball Master Set. Keep in mind a 3rd piece of cardboard will be placed on top of the cards before the card box is closed.

I have never seen 400 ct, boxes, only 1000
