As the title says, I have a $250+ card that I sold on ebay to an overseas (AUS) buyer. What do I have to do exactly to be fully covered? Is it even possible (without breaking the bank)?

I used Priority Mail International Shipping (not flate rate). That should be enough, although some people say you must use Express Mail, although I don't see the difference.

Priority doesn't track once it leave the country, or at least doesn't track in a sufficient manner for PayPal's dispute process. You should either just roll the dice and go with First Class or send Express. Send Express and you should be fully covered.

USPS Express Mail International is the only 100% way to be covered.
