Easy, just random it based on the numbers like the other promos. It just means if it doesn't fill then those open spaces(numbers without entries) wouldnt get a prize if that seed wins the promo. No difference whatsoever, could just mean that not all the prizes are won. Same odds as the other promos.

In prior years they've opted to give everyone extra slotss, however this has never happened. They always seem to fill and given this is the last weekend and some guys are starting to see where their slots fall, they could be tempted to buy more!
