Default 1964 Quarter -Whats this spot??

I got these 2 1964 quarters and wondering what that spot is on the
right hand quarter by George's back part of his head? Does that look like a spot from where someone tested the silver or something??

U.S. Silver Coin Weight Conversion and Melt Value Calculator

$3.87 ea. I doubt that it is a test mark. Silver can get green spots on it if stored improperly. Pvc holders will cause environmental damage. There is copper in a silver coin and that what causes a green color reaction.
