So with ebays new Top Rated Seller policy, if Im reading it right, DSRs dont count, you just need to have 98% positives, a 14 day return policy, and ship almost everything within 24 hours? Do the DSRs still matter or are they going to get rid of them?

I believe the DSR's still count in qualifying to be a Top Rated Seller.
Once you have met the requirements to be a TRS, you then must meet the new shipping and return standards to receive the Top Rated Discount. Becoming a Top-rated seller |

Here it is:
The performance standards for eBay Top-rated seller status will remain as they are today. * 0.5% or less low DSRs * 0.5% or less opened eBay and PayPal Buyer Protection cases * 0.3% or less seller unresolved eBay and PayPal Buyer Protection cases * 98% or better Feedback score |

Bottom of the page under the FAQ, 3rd question down. If eBay took away the DSRs nearly everyone would be TRS and they dont want that |
