Is This Ebay Fee New?

This week when I was considering ending a couple auctions(no BIN) early, I saw that ebay states they will now charge the seller the current Final Value Fee on the high bid even if you don't sell the item. Yikes...

They announced this a couple months ago. They are trying to discourage people from ending auctions early due to bidder complaints (so they said).
