Hey guys, was thinking about setting up a PayPal account. I have a couple questions about how the system works. If I sell something, there is a fee, but if I want to draw on the account, what are the avenues that I am able to do this by? Thanks for your time.

There are several ways, you can transfer money to your linked bank account (no charge), or if you sign up for their debit/check card you can use that like a credit card or debit card to make purchases or withdraw cash from an ATM, the card is issued by Chase, not sure if it is still free to make withdrawals from Chase ATM's. If you use the card for purchase you can earn 1% back. You can also send money to other accounts, but make sure to mark it is a gift or they will charge fees... would only do this if you know the other person.

Is there a fee to obtain the card?

nope, just sign up... and you have to click on a button that says "Paypal is a preferred payment" and you get the 1% back when you use it as a credit card.
