In my experience, people are going to bid what they are going to bid, based on the amount they are willing and able to pay for the item.
If a 0 feedback bidder outbids everyone else, it's probably because they were the most enthusiastic buyer for that particular item. As long as their enthusiasm lasts long enough for them to pay for the item, it shouldn't be a problem.

I would base it on how badly you need the money. If you need it right away then cancel his bid and go with a safer buyer. If you can wait and do not need the money, then let him bid and drive the price higher. The worst that can happen is him not pay and you have to relist.

I'm in the same situation with a 0 feedback buyer having just created his account on Dec 27th bidding on two of my cards.
I decided to write to him and ask him if he had any questions about bidding or payment procedures. If I don't hear back, I think I'm going to cancel his bids. |

Some time those brand new accounts are actually super fast payers. I think the reason why is that they are previously banned members who are trying to build up a new account and want everything to go fast and smooth.
