i guess that means i am sending less cards right now then, that really sucks though since i was planning on getting them out this week but was just waiting on getting a few more cards together.

if they dont meet the 3 week deadline, they will just charge you the 10 cents instead of 20 cents. So its basically if they can get it done sooner, they will charge you more and if they cant, they will still get the price they were charging before.
