Actually, they place the cards into your account. The cards aren't available to buy until you place a price on them.

Mine first shipment went out today. I used the 100 free cards printout and didn't include the $2 extra, so hopefully they will let it slide. If not $2 is no big deal to add to my account.

Yea but now that ebay is 12% for fixed price listings, sure it is a lot the 20% but if you go ahead and buy something instead of cashing out (which is what they really want and probably why it is so high) then you won't have to pay anything.
