Default Ebay Shipping Question

Nothing of importance but something I ran across today.

A few weeks ago when I tried to sell a gameboy advance game the s/h max I could use was 3.00. To properly ship one of these from being crushed would require a box with protection and it ran me more than 3.00.

Today I was cruising some cards and one caught my interest and when I looked at it the s/h was 4.00.

Both were first class usps.

So I guess my question is how is it 1 person can charge more for something that will be less packaging and weight?
