Topps Strata Blaster Searched

I bought a Topps Strata Blaster that had been opened, all the cards were taken out and replaced with football and baseball commons and then returned to the store. It even had the topps shrink wrap.

Do I return to Walmart or call Topps?

I noticed when I bought one before that where the shrink wrap was melted it had some Saran Wrap to make it be able to fit around the box. It amazes me how much work people put in to do this type of stuff just to get some low end crap and I thought I was a cheap a$$ lol

Not sure how Topps would handle it, but I had this happen with a Press Pass product from Wal-Mart. I emailed them with the details, pics of the packaging, the cards and a scan of the receipt. They sent a replacement hit and a warning letter back.
I'm really hoping to run into the vendor one day just to pick his brain about it.
