No, just flat out no, and to be honest it's the same reason one of my favorite Red Wings will never be in the HOF either, being great, no matter how great you are, at one small aspect of the game just isn't enough to be a HOFer.
That Red Wing is Thomas Holmstrom, who for those who know hockey, know that he essentially changed the way teams play by placing someone right in front of the goalie. He is without question the best player in the history of the game at what he does, which is why I'd love to see him in the HOF someday, but I know that it's just not a realistic possibility.

When he wasn't getting great returns he was forcing teams to punt the ball 30 yards out of bounds and giving the Bears great field position, so even though those don't count on his stats, he was very much responsible for the Bears getting some outstanding field position |

Jan Stenerud is in the HOF and was only a kicker. That being said, Hester is not even close.

Not as a returner. There have been plenty of great return men in the Hall of Fame but thats not enough to get you in. No one has yet to get in just because they play well as a returner. Where do we draw the line on specialist? Should we let Patrick Mannelly in the hall of fame? Most people agree that he is the greatest Long Snapper in the game. How about Reggie Roby probably the lest punter ever. If everyone that was great at a small part of the game (like long snapping, punting or returning) was let in the hall it would be bursting at the seems with players!

Is he better than Josh Cribbs?
Is he better than Dante Hall was? Point is, it doesn't matter. You better be able to catch the ball a little bit if you want to even be in the conversation of Hall of Fame.

I think this thread was a better idea of what Hester is/will go down as:
Devin Hester: Best Punt Returner Ever? Perhaps the greatest returner ever but probably not HOF worthy.
