Default Worth giving a neutral?

I bought a Case Keenum auto a couple weeks ago. I haven't received it so 3-4 days ago I notify the seller. He told me that he shipped it, but didn't have tracking number. He refunded me the money. I left him a neutral, was I wrong for doing that? I never got the card, but seller did refund me. He/she said it's happened to him before when he/she goes to ship multiple packages at the office.

Id be looking up his ebay seller id and seeing what he sold it for on ebay and asking for that amount or leaving a neg lol..

I say no because he cant prove he even shipped it. I can see if the PO lost it and he gave you a no hassle refund not leaving a neutral or neg.

I'd give a neutral but I'd say what the issue was. "Buyer claims item lost in mail. Provided timely refund. Would(OR would not) purchase from again."
