These are actually pretty common. The printing process can screw up a few different ways. Like steelers said the foil may have not taken to the card or the machine ran out of foil and it was just stamping. It may have also stuck to the card it was packed with. That happened a lot in the early 90's when they really got into foil. The 94 Ultra cards were so foil heavy they used to flake a lot.
