Default shipping from US to Canada 1st class

What is the average shipping time it takes a card to get to Canada from the US if using First Class International mail? I have a buyer that has not received his card yet and I mailed it on February 8th. Just wondering what I should tell him.

It takes 2-6 weeks. Buyer needs to be patient.

Delivery times are exceptionally slow to the Quebec Province.

That is an unusually long time for a card to get to Canada with USPS First Class Int., I have been shipping to all provinces for a few years and typically my deliveries are 6-10 day's. Most of my deliveries to Van./BC get there in 6-7 day's It's about 5 day's to Quebec and surrounding areas. I see people saying 2 weeks etc. that's not the typical as far as my experience.
