Default 98-99 Topps Finest HELP

Hi!

For a long time I have been confused and wondering what is up with the protector or no protector on the cards of this set?

On beckett, as far as I know it is the only set registered with both the card with protector and without protector. And what is more confusing to me is, why is the no protector more expensive?

Would anyone who know please give me a detailed explanation to this?

no protector only came on base cards ....they had a shiny look to them aside from a regular base card that had the film on it
