Default Ebay Feedback Question

Well it has been 12 days now, and the ebay seller finally decided to ship out my card. How much do you think is fair to ding him on the DSR's for shipping time?

What does the shipping and handling terms say in their auction? I would start there.

I have a similar problem, except the item I won didn't ship until I asked where my product was? I'm tempted to leave a neutral, because I still wouldn't have my item if I hadn't asked!

Unacceptable.

He would get a 1 on shipping and maybe even a neutral feedback.

I would still give a positive cause the transaction did end well (assuming you get the card and it is in the condition stated) but I would be giving a 1 star for sure on the shipping time.
