Not going to happen on a $15 item. BTW, the OP received his card today, which he stated a few posts up. Paypal also will not side with the buyer on this issue.

This is bad information and incorrect.
If you ship through PayPal - you are covered under the "Seller Protection" program. Also, say you ship through PayPal - and you EDIT the address, that would then void the "Seller Protection" since you manipulated the address.

Um...yes it is. Unless the item is over $250 in which case sig confirmation is required.
