Default eBayer to Block...Sigh

Long story short, homeboy bought a for parts only Galaxy S3 from me for $400. He asked me to ship overnight, I did, no issues.

12 hours after he received the item, he messaged me through eBay to ask if he could return the item. I responded to him asking why, and never got a response.

Fast forward nearly two weeks, I get an email from PayPal saying I'm getting a chargeback. I've submitted shipping proof, including tracking number and receipt, so we'll see what happens. The DB is looking to circumvent eBay's return rules by going the chargeback route. He wants the phone AND his money. Crooked is all h3ll.

Not necessarily. If you have shipping proof, you usually get to keep your money.

If this is true, I'll be LIVID.

If this is true, I'll be happy. My USPS receipt is proof I paid for shipping, the DC proves the package was delivered, and his message to me asking if he could return the item is proof he received it.

I included scans of the receipt in my response to the chargeback request.

How can a seller recover funds when a chargeback occurs?

When a chargeback occurs, the money that is subject to the chargeback is deducted from PayPal's bank account. In turn, PayPal places a temporary hold on the same amount in the seller's PayPal balance (i.e., the funds related to the transaction are frozen).

The seller and PayPal can work together to investigate the chargeback with the buyer's credit card company. While the chargeback is being investigated, PayPal will debit the seller for the amount in question. If the investigation is resolved in favor of the seller with the credit card company, the credit card company will reimburse PayPal for the chargeback and PayPal will transfer the recovered funds back to the seller. Depending on the credit card company involved, the process may take up to 75 calendar days. In a dispute over a chargeback, the decision is ultimately made by the credit card company and PayPal cannot control the outcome.

So, basically, PayPal is fighting with me, not against me, assuming I have the appropriate evidence that the package was paid to be delivered, delivered, and confirmed received.

I need to add the eBay message to my case in hopes it matters.

They don't always put a hold on the chargeback funds. I don't know exactly what qualifies you for this feature, but I got this in an email from PayPal today:

Quote:
PayPal appreciates your business and continues to design its products and services with you in mind. Our goal is to make sending and receiving payments simple and seamless.

With that in mind, we want to share some good news with you. Due to your feedback and outstanding account performance, PayPal will no longer temporarily hold your funds in the event of a dispute, claim, or chargeback. These processes used to require funds to be held in a pending balance while the outcome was determined. Going forward, your funds will not be held in a pending balance.

Please be aware that we still need your assistance by responding accordingly in a timely fashion, and that the dispute, claim and chargeback process will remain the same. Although PayPal is not placing a temporary hold on your funds, a lost dispute, claim, or chargeback will still result in your PayPal account being debited at the time the case is closed. Please note there are other transactions that can still result in funds being temporarily held and this new change only applies to claims, chargebacks and disputes.

you should be fine Matty B. just show em all you got on the guy and explain what happened in an articulate as possible manner. Might even help to call paypal and talk to a person there. dropping the "thank you", "please", and "yes sir/ma'am" as much as possible.

Don't ask me how much I want to offer. Come with a price in mind. If I don't want it or think it's worth that, I will let you know.

Unfortunately, no, but his eBay message to me asking if he can return the item should be enough to prove he received it.

random note about paypal and holds, girl next to me at work purchased a book and it was a newer seller, she paid right away, it was shipped and received and then the seller was asking her for a personal check as he/she did not get the paypal funds.
She asked me since I ship a lot and I said, no way will you send a check, it is probably the 21 day hold for a new seller/new accounts and the seller will need to contact paypal.
I said feedback left should release the hold, but she doesn't want to leave feedback because it was not received as described or mailed in the time frame given (she had to send a reminder to the seller to ship it out after a week) - I told her to give a positive and just ding the dsr's.

anyway good luck OP

HOLY CRAP! I won the chargeback!

Hello Matthew Barcellos,

As you know, we were recently notified that one of your buyers filed a
chargeback with their card issuer. One of the unique benefits of using
PayPal is that we help you fight unwarranted chargebacks and attempt to
recover your funds.

Usually the funds associated with a chargeback are temporarily held until
the card issuer makes its decision.

Because you followed the guidelines of the seller protection policy,
though, PayPal will cover the amount of the chargeback.
