I had a BO member message me about a card in my collection. They told me they knew someone who was interested. When they message me about the card, I was informed that they were in France. He asked for my Paypal to send money and I plan to charge him for international shipping. This is my first foreign transaction. What are the risks here if they use Paypal? Any advice?

There are no risks involved in using PayPal for international transactions. The risk comes in using regular USPS First-Class International Shipping (the cheap option, around $3), because there will be no tracking information. In order to be able to track the card, you will need to use a more expensive option like Express Mail, which can cost somewhere in the $20-$30 range. I typically choose my method based on the sale value of the card. If it's < $10, I don't mind shipping First-Class and taking the risk. Anything more than that, I start to get antsy.
