So I bought a lot of cards from TomBradyBunch12, sent payment via Paypal on Nov.9th for over $200 from my credit card, through paypal. Never received.

Would it be better to report a transaction thru Paypal, or just go through my credit card and try to get them to cancel the payment?

Go through PayPal. You have 45 days to open a dispute so you're well within the window for doing that.

Assuming you have tried to contact the seller with no reply, I would file the claim.

Claim was filed early December and today, happily, Paypal refunded my $230 payment! Took a month, but I'm happy to have my money back.

Don't deal with this scammer!
