It depends on what kind of account you have. If you have a regular or guest account, you will get regular customer service and they have the power to give you a refund.

If you have a business or merchant account, they do NOT have the power to overturn that, and CANNOT transfer you to regular customer service. SO basically, if you have a merchant account, don't bother calling.
