Default eBay payment excuse

Guy only owes me 5.00 bucks for a couple of Base Tebow Rookies and hasn't paid in 9 days so I sent him a reminder and this is the message I get back.

I sent the charge payment in as soon as I won. Ebay says I need to
look at my statement to make sure its correct, and it is, don't
understand why they are not releasing. I have a report that it is
paid. Something about security.

Legit or should I just file a claim??

The fact you had to remind him 9 days later I would file a claim.

Does it say paid on your my ebay page? Is there are $ beside the item? It should also say whether to ship item or still awaiting payment.

If it does not I would contact ebay or paypal to see if he is telling the truth, if he is lying file NPB claim to help root out these ebayers, my two cents.
