I bought something on the bay and saved 8%, but it will not be in my paypal until 60 days later. I think it goes direct only when it is like 14 or 15 %

The percentage back makes no difference if you get instant cash back or not. Here's a trick that works sometimes:

Always use a credit card through Paypal when trying to get your cash back. Sometimes it will work equally well with your Paypal balance, but I have never had it work instantly when using my checking account.

If it's your first time using cashback, you're more than likely going to have to wait the 60 days. However, if you try for more cashback the following day or later, and you use a credit card to pay for it, it's likely you'll get instant cash back from there on out. If you use your checking account even just once, all cashback transactions after that the same day will lead to a 60 day waiting period.

Again, the percentage makes no difference at all.

None of this is an exact science that I know of, but it is what I have observed when getting nearly $10K back over the past two years.
