Default Does this make sense

I need went to put some gas in my car this morning. Just enough to make it to work and back home. I pay at the pump and used my PayPal Debit card. I put $10.01. The day goes buy and I get home. I go online to see if a card I sold was paid for and it was. I went to my paypal account to check my funds and I see a transaction from 7 Eleven for $10.01(that was ok). The transaction was "completed." Then I look at the transaction below it and there is a "pending" transaction for $85.00. WTF!?!?!?!? I call the 7 Eleven up and told them what I saw and they said that when you make a debit purchase outside at the pump there is going to be a hold on your account for $85.00. Does that make sense to anyone??? How can there be a hold on a debit account when the money is transferred right away?

This is standard...same thing with Hotel rooms (but there is 250.00). On the flip side of it, thanks to my Cabelas Visa, I can only put $50 in my tank if I pay at the pump (@ 3/gallon and a 25 gallon tank you can do the math that I'm only getting 2/3rd of a tank).

What if I didn't have enough funds to cover the $85? Would that make me get an over the limit fee??

$85 for $10 is a big difference in a hold. I use my debit card to pay off my cell phone bill which is $70 and there is a $1 hold and thats gone by the next day. I wonder how long it will be before the hold clears.

wife says no (accountant for credit union here in Lansing)(, but it might limit additional transactions until that $$ is released.
