So i got " To Rafael and ? best ?" any ideas?
It was dedicated to a Spanish journalist so it could Spanish words

The first ? is 'family' I believe. Looks like she added 'and family' after Rafael's name.

The second ? is probably 'Always'. The letters fit, especially if the l loop is basically the same as the w loops that follow.
