How do I use shipping on Paypal?

I am trying to use Paypal for shipping, but I am having a little bit of difficulty. Everytime I try to use it the shipping total comes out to be around $8.00, and that's just far a single card in a bubble envelope. What am I doing wrong? Any help would be appreciated.

Change it to First Class. I did the same thing when I started...Luckily I never sent anything at that astronomical rate.
