I went with Dear Honorable Judge.

To whom it may concern is too blah lol

When in doubt, you could always use "To Whom This May Concern:" or just go with a generic "Dear Your Honor" or something along those lines.

better than the second one. "To whom it may concern" seems too generic, almost as if you didnt care to actually address the judge.

The first one is good but also put the judges name as well

If you are writing a business letter, "Dear Judge Fox:" is sufficient if in the address box you write: The Honorable Judge Bruce Fox (that is assuming your judge's name is Bruce Fox but you get the idea).

In Massachusetts it would be:

"Dear Hack who only has his/her job because of who they donated to and have the job for life with no repercussion to how he/she does their job"
