Growth is still some time away and jobs will continue to be lost for a bit BUT these numbers are a good sign that it is starting to turn.

I'm sure he will at some point. That's just the way it kind of goes. Who ever is in power get's the blame or credit on the economy regardless of how much a role they actually played. Always has been that way, always will.

Politics aside though, and more importantly, the PMI number IS a very good sign. The Stock Market rebounding is a nice to have, but this is a much stronger indicator.
