Default Ebayer buyer issue

I have a buyer who last time I sold him a few items he waited 13 days to pay. Then he asks for special favors such as usps insurance and for items to be shipped in magnetic holders. Well I agreed to it all and sent him his items extremely fast with no problems. I would love to block this guy due to him being an extremely slow payer and asking for special favors on every transaction but the problem is that if I block him I am afraid that he will leave me negative "retaliation" feedback for our previous transactions. If there is anything I can do in this situation to block him and prevent from getting a negative please let me know. Also he never gives sellers positive feedback the only time he gives feedback it is negative. Want to hear if there is anything I can do before I post his ebay user name.

oh yeah and here are some of the comments left from sellers on the negs he left them

VERY RUDE VERY DEMANDING WITH SPECIAL REQUEST WOULD NOT CANCEL AVOID THIS BUYER

Bidder with late unpaid item asks for special favors again. There is a limit.

The buyer forgot to mention that took him 13 days to pay for the item.

Buyer lies.Refused to pay extra shipping services he requested then leaves a NEG

Buyer has been a problem since the beginning. I tried to resolve this

Who cares about a negative? If he's a world class a$$hat either give us the name or suck it up and don't post about it.

Reminds me of a member here that joined one of my case breaks. I also did as he requested to avoid a negative.

I was told by ebay customer support that I am basically in a situation that they can do nothing about they just advised me to convince him to leave me positive feedback then I can block him and they said if he leaves me a retalitory negative that it probably will be removed. But this guy is smart he knows that when he leaves the positive feedback he basically loses control of the situation. He obviously does this same manipulation to multiple sellers based on feedback.
