Would a 10.5 Inch by 15 Inch bubble mailer be considered a Package/Large Envelope or Large Package?

your talking priority mail... your at 36" (length-15 + girth 10.5x2-21")so it would be..
package/large envelope........less than 84" when you add the length + girth.

large package = over 84'
