No, you can't blame them. COMC is a company and a company's goal is to make money in whatever way possible. So I wouldn't call it "greedy". It's just business.

It is a chrome. More specifically it is a chrome refractor. Chromes are numbered to 999, I believe. Chrome refractors are numbered to 564.

1:3 odds means 1 in every 4 packs (not 3) will contain a short print. So if he bought 42 retail packs, then he should get around 10 to 11 short prints...
