The art card is by Ken Joudrey, he does nice work. Value on these vary a lot, but anywhere in the $100-$500 range, all depends if someone really likes the art.

There is usually one hit per box...but it is not guaranteed. I opened 240 boxes of this and 24 had no hits. But I had a number of boxes with 2 hits as well. Overall I got 230 hits: 113 sketches...
