I am starting a collection of autographs from actors/actresses from the T.V. show Dr. Who. I have found addresses(hopefully they are good) for a lot of the people I want to send to. Has anyone ever purchased the International Reply Coupons from the post office since you can't purchase their postage here?
This is going to be my first attempts at TTM so wish me luck!

I've sent to the UK a few times and gotten back every response I've sent...I bought some UK stamps from someone who lives there from another autograph forum. I use 3 of the 62p stamps for a 9x12 return envelope and up to 2 photos and index card. You can do IRC's but they expire at the end of the year...plus they are pretty costly. I used irc's once or twice for France and only got back 1 of those (Eva Green) never did get back Olivia de Havilland.

Do you know what the best plain white type of paper to use is? Didn't want to use a photo so I could mount all of them in one frame when I am done. I have seen heavy stock index cards, figured they would work the best.

I would just use plain blank index cards.
If you buy the heavy stock index card...use a sharpie on it first to see if it will bleed, if it doesn't then I would say use that...a lot of the ttm signers use sharpies or some type of felt-tip marker which tends to bleed the heavier the stock paper used. Always good to try it out before you send! It's also cheaper to send a plain 3x5 index card (International .98 cents, which may have gone up by now)...It usually costs me $4 in stamps just to send to UK/France (photos, etc)
