Heritage, Allen and Ginter, or NBA hoops would be my picks

Topps 100 prospects would be a great small set to do. That or this years USA baseball set. They always look awesome when signed

Topps 100 would be really fun, but then you have guys like Harper and Trout who are really hard to get

You're going to have a difficult time completing any set unless its like 1994 ptp's classic basketball with 15 subjects Jason kidd being the best in the group. Even then Yinka Dare is dead. I know you want current set but most subsets will include big names like trout and harper. Both have signed ttm though. I'm willin to bet they will not sign anymore but they both did in the past we just missed the window

How about the 16u USA topps set. There are about that many in it. I'm sure all the kids sign and you can get them via their parents address. Odds are one of those kids will turn out to be pretty good. It's also a set you could do every year and eventually you're going to land megastar. Just think if you did it in the past you'd have harpers plus some other highly collectible guys.
